Dear Howe,

Following upon a meeting here on the 25th

instant about future policy in relation to the Canton-

Kowloon Railway, I enclose for concurrence or

amendment a copy of the draft of a telegram to the

Governor of Hong Kong.

Would you let me know as soon as possible

whether you have any comments on its terms.

I am writing similarly to Jarrett (Admiralty),

Hornby (War Office) and Foster (Air Ministry).
